Rules:
- "columns" lists which parameters are used (max 6). Choose the ones most relevant to the user's project.
- "settings" maps axes and visual encodings to column names. xAxis and yAxis are required; others are optional.
- Every risk must include a value for each column listed.
- Numeric values must be within the defined ranges.
- H/M/L means High/Medium/Low.
- For time/money parameters, use object format { "value": number, "unit": string }.
- "label" is an optional short abbreviation shown on the chart instead of the full name.
- Generate as many risks as are relevant to the user's project context. Use a mix of severity levels.
